Needs assessment methodology must be comprised of four aspects, if it is to be committed to the powerless and foster social change. According to Rothman, Erlich & Troyman (270), these aspects include an emphasis on techniques that facilitate grouping and mobilizing citizens, techniques that promote collective activities, techniques that assist in the development of leadership, and techniques that involve the residents of the community in the entire research process.
